Background

Turkish children and women are often not adequately served by essential public services since local authorities and service providers tend to have a low awareness of their specific needs. Local authorities have very limited power and resources to coordinate and implement activities designed at the central governmental level. Planning departments often fail to take account of end results, making it impossible to see if a project has been successful. The lack of communication between service providers and users coupled with an inability on the part of the public to express demands and convey them to decision-makers exacerbates the problem.

It is vitally important to improve awareness among provincial and local authorities and service providers regarding the needs of children and women. The mobilisation of public involvement and participation in decision making, planning and project implementation will improve services and develop a sense of public ownership of these services. Effective social development indicators should be developed along with appropriate training to help local authorities prioritise, plan and implement appropriate actions, monitor progress and make necessary adjustments.

Local Capacity Building in Basic Services (LCBS) aims to make social monitoring and planning for women and children an integral part of all provincial policies in Turkey’s eighty-one provinces.

LCBS will achieve this by:

  • raising the awareness of provincial and local authorities on the specific needs of children and women;
  • developing a curriculum for provincial governors on the use of social development indicators as an evaluation tool to monitor the effectiveness of services provided for children and women;
  • raising public awareness of civil participation and support community involvement and participation in the planning and provision of services.

It is expected that the provision and management of local services will be improved.
