Poverty and Exclusion in CEE/CIS

The Third Intergovernmental Conference on Making Europe and Central Asia Fit for Children will take place in Palencia, Spain on the 19th and 20th of June 2006. Hosted by the Spanish Government in cooperation with the Spanish National Committee for UNICEF and UNICEF Regional Offices for Europe and CEE/CIS, the Conference will feature Roundtable Sessions on:

  • Violence Against Children;
  • Child Poverty and Social Inclusion;
  • Children’s Rights Monitoring Mechanisms.

Previous Intergovernmental Conferences were held in Berlin in 2001 and Sarajevo in 2004 under the respective themes of Setting an Agenda for Children in Europe and Central Asia and Closing the Gap: Advancing Children’s Rights in Europe and Central Asia.

The Third Conference will look at new approaches to developing rights-based and child-specific indicators on poverty and social inclusion in the light of national and regional policy developments. Regional commitments to end violence against children will be consolidated by examining strategies for the implementation of legal provision through improved standards and processes, increasing the capacity of professionals and improving accountability. The Conference will also attempt to identify key gaps in monitoring of government compliance with the Convention on the Rights of the Child (CRC), which continues to be the most overlooked aspect of implementation of the Convention at national levels. Strategies will be identified to develop existing mechanisms in order to achieve comprehensive monitoring of children’s rights at the national level.

Prior to the Third Intergovernmental Conference in Palencia, Turkish Ministries have held two significant conferences with the support of UNICEF that will contribute to Turkey’s participation.

In March 2006, the Ministry of Education (MONE) held the First Symposium on Violence and Schools: Taking Preventive Measures against Violence towards Children in and around the School Environment which will also contribute to the United Nations Secretary-General’s Global Study on Violence Against Children. The Ministry of Labour and Social Security co-hosted the Conference on Preventing Child Poverty with the Prime Ministry Social services and Child Protection Agency (SHÇEK) in Ankara this June.

The Government of Turkey is also working to develop methods of systematic research, children’s rights monitoring and data collection under the ægis of the Children First project. Towards Good Governance, Justice and Protection for Children in Turkey, as the project is known formally, was launched in August 2005 with financial support from the EU and technical assistance from UNICEF.
