PROJECT OFFICER (PRE-SCHOOL EDUCATION)
FIXED TERM CONTRACT (NO-A)
Under the supervision and guidance of UNICEF Education Officer , s/he will devote 100% of his/her time to the EU Project ‘Strengthening Pre-School Education’.
The Project Officer (Pre-School Education) will be responsible for the planning, implementation, monitoring of the activities under Result 1. S/he will directly report to Education Officer of UNICEF Turkey and also interact with the co-experts of the MoNE, Project Officer, Community Based Day Care and Pre-School Education Officer and the Programme Communication Officer. The Pre-School Education Officer will primarily work in close cooperation with the Ministry of National Education General Directorate Pre-School Education General Directorate and Presidency of Project Coordination Center as well as the other project partners and will be responsible for ensuring the achievement of the assigned planned results and activities identified under Result 1. S/he will participate in the Project Steering Committee, Project Management Meetings and the Sub-Coordination Committee for Technical Assistance. Throughout the implementation of the project, s/he will be supported by the Project Assistant as identified in the project. For technical discussions and follow up on operational issues, s/he will operate at UNICEF office when and where required.
The incumbent will provide technical advice to government officials and other partners in the planning, implementation, monitoring of the activities under Result 1 and will:
Major Duties and Responsibilities:
- Be responsible for the overall management, planning and monitoring of activities under Result 1 and provide support to activities under Result 2 and 3.
- Analyse and evaluate the data for project planning, management, monitoring and evaluation purposes and ensure that feedback is provided as required and recommendations are used in project implementation.
- Facilitate the development and/or introduction of new pre-school education and day care approaches, methods, practices, education materials.
- Undertake field visits with government and other partners to monitor and assess the effectiveness of the new programmes and trainings.
- Oversee trainings, meetings and capacity building activities under Result 1 and take corrective action when necessary.
- Analyze project reviews, feasibility studies and implementation reports under Result 1 and evaluate in relation to established project recommendations; plans of action and report the outcome of analyses and propose corrective actions.
- Assess local conditions and resources, and monitor activities; communicates with local counterpart authorities on project feasibility and effectiveness; assist in advocating the identified areas of interventions in support children’s and women’s rights with the appropriate ministries of the government.
- Undertake follow-up action on project implementation activities and meetings, contribute to teamwork building.
- Provide technical support to ensure that adequate and effective monitoring tools are in place and used effectively by the government and other counterparts.
- Provide input for required documentation, work plans, the progress reports, reports required for project committees, donors, budget reviews and analysis, annual reports and prepare any other reports required within the project timeframe.
- Collect and analyze data for project planning, management, monitoring and evaluation purposes.
- Prepare tables, graphs and other statistical data to assess the local conditions and implementation of Result 1.
- Undertake any other assignments or tasks at the request of the Supervisor.

Minimum Requirements:
Education:
- At least university degree in Education or Social Sciences. A degree in Pre-School Education and /or Early Childhood Education and Development is an asset.
Experience:
- Minimum 5 years of relevant professional work experience .
- Minimum 3 years of demonstrated professional technical expertise in policy analysis, education, planning, management, research, evaluation, early childhood education.
- Must have familiarity of the Turkey, EU and UNICEF policies, legislation and strategies on gender equality and children including early childhood education and development.
- Must have familiarity of results based management and rights based approach to planning and programming.
Language: Fluency in English

- Superior communication and writing skills in English
- Superior communication and writing skills in Turkish is an asset.
- Computer Literacy.
DURATION: Fixed term contract, initially is for two years. Extension is subject to availability of funding source and requirement of the country programme operations.
