A General Overview

Communication for Social and Resource Mobilisation aims to support the programmes on Early Childhood Care and Development (ECD) and Child and Adolescent Development and Protection by promoting the development of policies and policy reforms which will improve programme implementation. Communication for Social and Resource Mobilisation will also mobilise public support of the Country Programme of Cooperation (CPAP) goals and objectives.

Communication for Social and Resource Mobilisation will adopt strategies for nationwide replication of approaches in the management of area-based programmes for child survival, development and protection through capacity building at local level and advocacy at national level.

The development of strategies for nationwide replication of tested approaches will be based on the evaluation of area-based programmes on social development for children, women and families supported by UNICEF, the Government and other national and international organisations in the country. Communication for Social and Resource Mobilisation will develop additional approaches and mechanisms for emergency and disaster preparedness based on lessons learned from implementation of the UNICEF Earthquake Recovery Plan.

The Situation in Turkey

A combination of rapid urbanisation and unequal regional growth and development in Turkey has exacerbated geographical, economic and cultural imbalances:

  • Poor communication between authorities at all levels and the lack of cooperation which results creates confusion and conflict over roles and responsibilities. A similar lack of communication between service providers and beneficiaries reduces the efficiency and effectiveness of services;
  • The resources allocated to social services are inadequate and are not always used efficiently;
  • There is a paucity of information on the state of women and children. Where such information does exist, problems are often found in the collection and research methods used to gererate it;
  • Local authorities lack autonomy in the generation of income and preparation of local budgets as well as the planning and implementation of local services;
  • A lack of information and organisational skills among the public results in poor mobilisation on social issues and the use of civil initiatives.

Action

UNICEF runs four projects which promote policy development and social mobilisation:

  • Local Capacity Building in Basic Services aims to make social monitoring and planning for women and children a priority in all provinces of Turkey, providing local authorities with tools to evaluate social development in their provinces.
  • Advocacy and Social Mobilisation supports the advocacy and awareness raising activities of all UNICEF projects. Advocacy and Social Mobilisation actively and creatively promotes the participation of children, women and non-governmental organisations (NGOs), mobilising the media in order to raise the profile of children’s and women’s issues.
  • The Children and Women’s Information Network in cooperation with the State Institute for Statistics (SIS), will provide a sustainable children and women’s information network with the latest reliable data.
  • Emergency and Disaster Preparedness aims to mitigate the impact of disasters on women and children through the institution of effective preparation measures.
