"97. In order to prioritise possible actions supported by the Country Programme, the office should systematically analyse the programming environment by considering following aspects:
- The three or four most pressing children's and women's rights issues, as identified by the CMT, based on the Situation Analysis and CCA, and considering possible scenarios of crisis;
- National priorities as expressed in national development plans, UN priorities as described in UNDAF, the Millennium Development Goals, and especially the five UNICEF organisational priorities as defined in the 2002 2005 MTSP;
- What has worked in the past and should be continued or expanded, and what did not work and should be cut;
- What others, including government, NGOs and international partners, are doing and where the Country Office has a distinct comparative advantage or catalytic role;
- Particular opportunities or constraints (including opportunities, or difficulties in working with specific agencies or ministries; lack of proven, cost-effective approaches);
- Interest from funding partners;
- Management issues, staff capacity of the office, and realistic budgets."
In the light of this statement, and based on interactions with the national Ministry of Education, and with other national and international NGOs involved in Education, you should arrive at a practical plan of action. The following references will help in areas of policy and planning in Education.

- Eileen Kane and Joyce Wolf A CD-ROM prepared for The Office of Sustainable Development Bureau for Africa U.S. Agency for International Development March 2000 This CD-ROM provides the reader with training on Tools for Getting and Sharing Information and Tools for Achieving Action. The first section discusses a variety of research techniques for getting useful information, as well as ways of sharing information: informing, persuading and empowering people through incentives to participate. The content of the CD-ROM also links to the projects of other development organisations, however some links are not operable.

Financing for Education
