Leave no child out

On 1 June 2003, UNICEF Tajikistan organized the successful launch of Leave No Child Out (LNCO) Campaign in partnership with Dushanbe-based NGOs under the leadership of the Child Rights Monitoring Centre. A similar event was held in Khatlon under the leadership of the WES/Education Team in partnership with schools and local jamoats.

The launch was followed with a series of orientation and consultation meetings on LNCO with NGOs in Soghd and Khatlon oblasts. Both meetings were attended by local as well as international NGOs. A national-level consultation meeting with NGOs was also organized and participated in by NGOs representatives from GBAO, Khatlon, Soghd and Dushanbe. At the meeting, the participants agreed that the 2003 LNCO campaign will focus on children with disability and the social exclusion and discrimination they suffer from. Other themes selected were: children in institutions, girls' education, children of economic migrant families, and children who are exploited for sexual or labour purposes.

Following this national-level meeting, the NGOs went back to their respective regions and carried out campaigns on disability. The CRMC was an active partner in awareness raising campaigns on disability held in Soghd and in Dushanbe. A local NGO in GBAO conducted several activities to call attention to the situation of children with disabilities and living in institutions.

On LNCO as an advocacy tool for strengthening UNICEF's partnership with NGOs and other civil society organisations, modest success has been gained thus far. To date, CRMC has a total NGO membership of 33 with 11 in Khatlon, 9 in Soghd and 13 in Dushanbe.

Theme and Sub-themes

UNICEF will join children and young people in Tajikistan in celebrating International Children's Day and in marking the first year anniversary of LNCO.

The LNCO theme of non-discrimination and non-exclusion will be highlighted with a sub-theme for each specific geographic area-based events and activities.

In Dushanbe: Investing in Children- A Dialogue between children/young people and ambassadors and heads of aid agencies

In Khatlon: Leave No Girl Out: Bring schoolgirls back to school

In the Rasht Valley: Not a single child in the Valley will be left out: immunize all children against measles

In Soghd: No exclusion for children in institution / For every child, a family environment

Activities
The day will showcase children's participation, talent in singing, dancing, drawing and
poetry reading on each specific sub-theme. It will also feature children's athletic skills in
various sports competition, and will ensiure the participation of children with disabilities
and children from institutions.
