Cold Chain – Solar Direct Drive Refrigeration Systems Industry Consultation Meeting 1-2 Oct 2013

Background:
UNICEF SD began procuring Solar Direct Drive (SDD) refrigeration systems in 2007. At that time, the technology was new and only one SDD refrigerator model had been developed - under the Solar Chill partnership. Initial procurement was undertaken to facilitate field trials.

The foundation for regular procurement was set with the WHO PQS pre-qualification of the Vestfrost MKS 044 (developed under the Solar Chill partnership) on 18 March 2010. With the pre-qualification of the Sure Chill (former True Energy) BLF100DC and the SunDanzer BFRV55 in September 2011, demand changed and countries started requesting systems with those models. This further changed with the pre-qualification of the Dometic Sarl TCW 3000 SDD on 25 June 2012, the Haier HTC-60 on 9 July 2012, and the Dometic Sarl TCW 2000 SDD and the Zero ZLF100DC on 25 April 2013.

Interest and demand from countries has risen since and it is now clear that SDD is becoming accepted as a new technological solution to meet the demand for vaccine storage capacity in areas with no or very poor and unreliable grid power. To date, orders have been placed based on ad-hoc tenders. There is now a need to establish Long Term Arrangements (LTAs) with suppliers. This is why an industry consultation meeting is important.

Invitees:
Industry, UNICEF Programme Division and the following partners; the Global Alliance for Vaccines and Immunization (GAVI), the Bill and Melinda Gates Foundation (BMGF),  the World Health Organization (WHO), the Clinton Health Access Initiative (CHAI) and the Program for Appropriate Technology in Health (PATH). McKinsey and Co. will also attend. A total of 31 participants have registered for the meeting.

Purposes:
The overall purpose of the meeting is to prepare industry for the upcoming tender for SDD refrigeration systems. An overview of UNICEF role in cold chain from a programmatic as well as procurement perspective will be provided. The quality control systems and overall procurement process will also be outlined, and an overview given of the previous procurement of SDD refrigeration systems. The tender strategy will then be described.  The meeting offers an opportunity for dialogue and discussion prior to the issuance of solicitation documents – to ensure equal treatment and transparency, and that all participants receive the same information and understanding of the procurement process.
