In 158 countries and territories, UNICEF works with governments and their partners to improve the availability of quality health care and children and women’s access to it. Primary health care centres play a central role as they provide basic health care to communities.Their activities are supported by health care services at the first referral level or district hospitals. Making suitable supplies available, accessible and affordable is fundamental to these efforts.

In this context, UNICEF took the initiative to develop the present Planning Guide, the first of its kind. This publication aims to facilitate the planning and procurement process of medical devices and supplies for primary and district-level health services.

The Planning Guide approaches both levels of facilities from a functional perspective, describing their scope of services and activities, then translating them into medical equipment and supplies required. The impact on the mechanical, electrical and engineering systems has also been identified for each of the items described. This Guide does not provide a standard model or essential list but is relevant in a wide variety of situations.
