| Executive Board Update
Thursday, 7 June 2001
Yesterday, the UNICEF Executive Board concluded its annual session.
Delegations began the day's deliberations with a wrap-up of the
discussion on UNICEF activities in immunization. This was followed
by reports on recent field visits, which are taken each year to
enable Board members to observe UNICEF programme activities at the
country level. Ambassador Yuriy Isakov, Envoy Extraordinary and
Minister Plenipotentiary, and Deputy Permanent Representative to
the Russian Federation to the United Nations, presented the report
of the field visit to the Republic of Moldova and Romania. Ambassador
Andrés Franco, Deputy Permanent Representative of Colombia
to the United Nations, presented the report of the field visit to
the Gambia and Senegal.
Carol Bellamy, UNICEF Executive Director, and Kul Gautam, Deputy
Executive Director for Alliances and Resources, provided an update
on the preparatory process for the General
Assembly Special Session on Children in 2001. Ms. Bellamy also
gave presentations on staff security and staff morale, as well as
on small arms and light weapons.
The Executive Board will meet one more time in 2001, at its second
regular session. The date has yet to be determined.
Wednesday, 6 June 2001
Yesterday, the UNICEF Executive Board continued its
discussion of mid-term reviews and major evaluations of country
programmes. Introductory statements were made by Nigel Fisher, Regional
Director for South Asia; Ibrahima Fall, Regional Director for the
Middle East and North Africa; and Philip O'Brien, Regional Director
for Central and Eastern Europe, the Commonwealth of Independent
States and the Baltic States. Stephen Woodhouse, Regional Director
for Europe, gave an overview of developments in that region.
Sadig Rasheed, Director of Programme Division, made a presentation
on the next item on the Board agenda, "ensuring children's
rights in Africa". This was followed by a review of the third
session of the WHO/UNICEF/UNFPA Coordinating Committee on Health
(CCH), which took place in April at United Nations Headquarters.
Sonia Elliott, delegate from Guyana and UNICEF representative to
the CCH, made an introductory statement.
The issue of sector-wide approaches was then discussed by the Board,
followed by a presentation by Dr. Suomi Sakai, Chief of Immunization
Activities at UNICEF, on the organization's involvement in immunization,
including the Global Alliance for Vaccines and Immunization.
At today's meeting, the Executive Board will hear presentations
on recent field visits, which are taken each year to enable Board
members to observe UNICEF programme activities at the country level.
This year, one group of delegations visited the Gambia and Senegal,
and a second group visited the Republic of Moldova and Romania.
The next agenda item to be covered is a report on the state of preparations
for the Special Session on Children, which is being held from 19
to 21 September.

Yesterday, the UNICEF Executive
Board began its annual session for 2001 at United Nations Headquarters.
H.E. Movses Abelian, Ambassador Extraordinary and Plenipotentiary
and Permanent Representative of Armenia to the United Nations, and
President of the UNICEF Executive Board, addressed delegations,
followed by a statement by UNICEF
Executive Director Carol Bellamy.
The Board adopted the agenda and then discussed the
report of the Executive Director on progress towards achieving the
organizational priorities of the UNICEF medium-term plan for 1998-2001.
The next item on the agenda was mid-term reviews and major evaluations
of country programmes, which were discussed on a region-by-region
basis. Following an introduction by Jean Quesnel, Chief of the Evaluation
Office, statements were made by Urban Jonsson, Regional Director
for Eastern and Southern Africa; Rima Salah, Regional Director for
West and Central Africa; Per Engebak, Regional Director for the
Americas and the Caribbean; and Mehr Khan, Regional Director for
East Asia and the Pacific.
At today's meeting, discussion of the mid-term reviews and evaluations
will continue, with South Asia; the Middle East and North Africa;
and Central and Eastern Europe, the Commonwealth of Independent
States and the Baltic States.
The next item on the Board agenda is "ensuring children's
rights in Africa".
This will be followed by a review of the third session of the WHO/UNICEF/UNFPA
Coordinating Committee on Health, which took place in April at United
Nations Headquarters.

The UNICEF Executive Board begins its annual session for 2001 at
United Nations Headquarters today. The Bureau members for the year
2001 are:
- President (Eastern Europe): H.E. Movses Abelian,
Ambassador Extraordinary and Plenipotentiary and Permanent Representative
of Armenia to the United Nations
- Vice-President (Asia): H.E. Alounkèo Kittikhoun,
Ambassador Extraordinary and Plenipotentiary and Permanent Representative
of the Lao People's Democratic Republic to the United Nations
- Vice-President (Latin America and the Caribbean):
H.E. Andrés Franco, Ambassador and Deputy Permanent Representative
of Colombia to the United Nations
- Vice-President (Western Europe and Others): Ms. Jacqueline
de Lacy of the Permanent Mission of Australia to the United Nations
- Vice-President (Africa): Mr. Paul Goa Zoumanigui
of the Permanent Mission of Guinea to the United Nations
Ambassador Abelian will open the session and address the Board,
followed by a statement by Carol
Bellamy, UNICEF Executive Director. Delegations will then turn
to adoption of the agenda. The next order of business before the
Board is the report of the Executive Director on progress towards
achieving the organizational priorities of the UNICEF medium-term
plan for 1998-2001. The report covers actions and developments during
2000, taking into account the requirements specified in relevant
executive Board decisions.
