12. Improve protection of children in extremely difficult circumstances (EDC)

Most progress over the last decade has been in the establishment of global, regional and national frameworks for action. Increased profile of major problem areas, including: for working children. the adoption of the ILO Convention No. 183 on the elimination of the worst forms of child labour: for children in armed conflict, the adoption of the Optional Protocol to the CRC raising the minimum age on participation and recruitment to 18 years; to end the sexual abuse and exploitation of children, the adoption of an additional Optional Protocol to the CRC on the sale of children, child prostitution and child pornography; for refugee children (363), adoption of the "Beijing Rules" and the "Riyadh Guidelines" to protect incarcerated children and provide juvenile justice; significant advancements internationally recognise the equal rights of children with disabilities: and, lastly, the enactment of ILO Convention No. 169 safeguarding the rights of children from socially disadvantaged groups, such as ethnic, linguistic and national minorities.
Data are especially hard to find for these children, due to the secretive, illegal or pervasive nature of these activities.
