11. Early childhood development (ECD): expansion of ECD activities, including appropriate low-cost family and community-based interventions

Enrolment in ECD programmes has kept pace with or exceeded population growth rates in most regions. Over the decade, support for ECD has increased at national and local levels. Reduction of infant and child mortality, and micronutrient supplementation through service interventions, are two major success stories. At the same time, countries in Central and Eastern Europe and Central Asia have seen a virtual collapse of public provision of pre-school education.
