Contracts Specialist, L-3, Islamabad, Pakistan (Temporary Appointment)

If you are a passionate and committed professional and want to make a lasting difference for children, the world's leading children's rights organization would like to hear from you. UNICEF seeks a Contracts Specialist to be based in its Islamabad office, Pakistan.

Under the direct supervision of the Supply and Logistics Manager, you will prepare contract documents for the construction work including schools and basic health centres, as well as other services of a large country office.  You will be responsible for planning, review of contractual documents, bids, evaluation of rates, drafting of CRC submissions in support of construction projects in the country.

Major duties:
1. Coordinate systems, procedures, bids an evaluations of bids related to contracts and agreements for the reconstruction of schools and basic health facilities as well as other contracts in other parts of the country; manage daily activities of the contracts group, including component processes such as the legal language, scope of work, budget and payment schedules and assembly of the final contract package for each project in compliance with the UNICEF Financial Rules and Regulations, Book G, Supply Manual. 
2. In liaison with the Construction Unit and other programming units, effectively manage construction related contracts, i.e. analysis BOQ, cost estimates, review of bid documents, attend bid openings and post bid evaluation meetings. Process specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

Your profile:
Advanced university degree in business administration, engineering, commerce or law required. Strong commercial background with technical knowledge and procurement expertise of related commodities and supplies.
Minimum five years of progressively responsible professional experience including at least three years at the international level.  Experience in commercial activities, construction projects with the public or private sector in developing and industrialized countries.
Proven analytical and negotiating skills.
Ability to conceptualize, innovate, plan and execute ideas as well as impart knowledge and teach skills.
Ability to implement training.
Ability to establish harmonious work-relationships with colleagues in an international and multicultural environment.
Computer skills, including internet navigation, and various office applications.
Excellent interpersonal and organizational skills.
Excellent communication and presentation skills, concisely express ideas and concepts in written and oral form.
Detail and teamwork oriented.
MS Suite experience (Word, PowerPoint, Excel) including internet navigation and various office applications.
Fluency in English and another UN language required.  Knowledge of the local working language of the duty station is an asset.
