Consultant Cold Chain and Logistics System Strenghening Specialist, Dakar Regional Office, Senegal (Consultancy)
The up-surge of polio in West and Central Africa and the increased focus on routine and systems strengthening for the delivery of high impact interventions has made a regional priority to strengthen the cold chain and logistics (CCL) system at strategic level in order to increase the capacity and the sustainability of the supply systems in the region.
The consultant will:
- Ensure a quantitative and qualitative analysis of the cold chain and logistic systems for vaccines and other essential child health commodities in terms of functions, organization, resources and political commitment by government and partners, at all the level of the health system (central, intermediate and operational level) in target countries. This analysis has to take in count the integration of logistic and cold chain equipment into national plans and in the Mid Term Expenditures Framework and including all contributions such as Global Funds, credits, National budget, partner's contribution. It has to estimate the place of the maintenance in the national plans and budgets and to identify potential alternative logistic approaches, such as use of private sector also to be reviewed and mapped
- In addition to the needs on equipment and logistic, support the development of costed plans taking into account:
. The needs on human resources and on capacity building of staff
. The budgetary and organizational aspects of the maintenance
. The integration of this budget into the Multi-Years National Plan of EPI and in all other strategic plans and budgetary instruments (MTEF).
- Support the development or the reinforcement of integrated monitoring system for the equipments and logistic in the target countries.
- Contribute to the building/strengthening of the partnership and coordination around the strengthening of the cold chain and logistic.
- Contribute to the decision making and strategic thinking in the CSD section and in the networks and task forces for his competencies field.
Qualifications
Advanced University Degree in Supply chain management and/or public Health or other academic qualifications in similar areas.
At least eight years of practical experience in strategic planning and monitoring of supply chain operations linked to EPI programs or other health programs.
Relevant experience in advocacy and building partnership.
Relevant experience in capacity building.
Fluency in English and French.
The duration of the assignment is for eleven months, with a fee of USD $ 380 daily. Authorized travel paid for by organization with applicable DSA.
