Child Protection Consultant

Terms of Reference

Technical support to strengthen care of unaccompanied children, and their protection from abuse, exploitation and trafficking in South Africa

Location: Pretoria, South Africa, with frequent in-country travel

Start date: 1 December 2009

End date: 31 October 2010

Reporting to: Chief of Child Protection Pretoria, South Africa

The purpose of the assignment:

To provide technical support for the implementation of UNICEF’s activities to address abuse, exploitation, and trafficking in South Africa. Children identified as being at particular risk include (a) separated and unaccompanied migrant children from the sub-region; and (b) unattended children attracted or involved in events surrounding the FIFA World Cup. However, the overall objective is to strengthen child protection systems to address these risks in a durable fashion. The consultant will therefore need to work in support of government counterparts, within the framework of existing child protection systems and legislation.

The consultant with possess the following qualifications:

  • Advanced university degree in social sciences, international relations, humanitarian affairs, international law, or related field
  • At least five years professional experience in child protection programming
  • Specialist expertise in child protection in emergencies, with a focus on separated and unaccompanied children
  • Understanding and commitment to a child rights programming approach; knowledge of international and South African legal frameworks that protect children.
  • Experience in facilitating training of local partners
  • Demonstrated ability to demonstrate initiative and work effectively under remote supervision.
  • Possess a valid drivers licence
  • Experience of UNICEF processes and procedures an asset.

Working conditions:

  • The consultant will be based in Pretoria but may need to travel frequently within South Africa as priorities dictate
  • Locally identified consultants will not receive DSA for work based in Gauteng province, but will receive Daily Subsistence Allowance while on mission.
  • The consultant will be required to pay for his or her meals, accommodation and incidental expenses.
  • Working space and working tools will be provided for the consultant.
  • The consultant will have access to UNICEF transport for official purposes as per rules and regulations. Transport while not on official travel is the responsibility of the consultant.
  • The consultant is not entitled to sick leave with pay, annual leave or over-time payment, including weekends and during holidays. In the event that the
    consultant is unable to work for personal reasons, these days will be deducted from invoices on a pro rate basis.
  • Flight tickets both local (within South Africa) and international travel (most economical and direct route) shall be paid for by UNICEF.

Fees:  R 49,420.00 per month (negotiable)
