Request for Proposals
A guideline for implementing Safe and Caring Child Friendly Schools (SCCFS) was developed in 2008 and, given recent developments and changes in policy, it is necessary for the guidelines to be revised. This is not only to incorporate changes in the education system, but also to align the guidelines to the Care and Support for Teaching and Learning (CSTL) programme and to make these guidelines more user friendly for the three target groups - educators, learners and parents.
In support of the guidelines and within the CSTL programme, the Department of Basic Education (DBE) requires the writing, design and layout of popular guidelines for drug testing in schools and the editing, design and layout of the national Strategy for the Prevention and Management of alcohol and drug use/abuse in schools.
Scope of the Work (Work Assignment)
(a) SCCFS guidelines
UNICEF requires the services of a contractor to review the current SCCFS guidelines, rewrite them and complete the design and layout for the new guidelines document. The final document should not be longer than 50 pages (A4 or other), and be written in an accessible style that will appeal to young people.
(b) Popular guidelines for drug testing in schools
The Minister of Basic Education has gazetted the guidelines for drug testing in schools. The information contained therein needs to be transformed to user-friendly and communityapplicable information that will guide educators, parents and learners. This document should be between 5-10 pages (A4 format or other) and reflect on the most important information that stakeholders need to be aware of.
(c) National Strategy for the prevention and management of alcohol and drug use/abuse among learners in schools
This is an 88-page document that requires editing, design and layout in an A4 format.
Three print-ready documents approved and signed off by the Department of Basic Education and UNICEF:
- The SCCFS Guidelines 2013
- Popular guidelines for drug testing in schools
- The National Strategy for the prevention and management of alcohol and drug use/abuse among learners in schools.
Call for Proposals
Proposals from experienced and qualified contractors must be submitted to UNICEF on or before 12 November 2013 at 12:00 and should include the following:
- Background and relevant experience
- Interpretation of the ToR and work required/approach and methodology
- Copies and examples of previous work
- Detailed timeframe with deliverables
