Education Specialist (Early Childhood Development), NOD

In South Africa, UNICEF supports national efforts to realize children’s rights by promoting evidence-based policy advocacy and strategic partnerships as a means to leverage policies and resources for children, giving special attention to vulnerable children and disparity reduction. It works in the areas of health and nutrition, early childhood development; basic education; child protection and social policy, planning, monitoring and evaluation. 

FIXED-TERM

Duration: 2 year – with possibility of extension

PURPOSE OF THE POST:

Under the guidance and supervision of the Chief of the Basic Education and Adolescent Development Section, the Senior Specialist for Early Childhood Development will be accountable for the formulation, design, planning, implementing, monitoring and evaluation of ECD the programme ensure overall efficiency and effectiveness of the ECD programme. The Senior specialist will be responsible for the management, delivery and accomplishment of the ECD programme goals and objectives. S/he will be accountable for identifying access/quality inequities, gender inequalities in ECD and based on evidence develop innovative approaches and programmes to reduce disparities. S/he will also coordinate ECD interventions and promote inter sectoral approaches across the UNICEF Country programme to ensure an equitable gender responsive ECD service provision, ensure that progress towards national goals/targets are effectively monitored.

MINIMUM REQUIREMENTS:

  • Advanced university degree in one or more of the disciplines relevant to the following areas: Early Childhood Development Education, Primary Education, or the Social Sciences fields relevant to international development assistance.
  • Eight years of progressively professional work experience at national and international levels in fields relevant to Education programmes. 
  • Advanced Technical Knowledge of the theories, principles and methods in one of the following areas: Education; Primary Education, Economics, Social Sciences, and/or related fields.
  • Demonstrated capacity to identify and monitor gender inequalities, as well as develop and implement gender mainstreaming in programmes.
  • United Nations working experience or other international development organization will be an asset.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
