The accuracy and updating of all data coming into and being disseminated from the UNICEF Somalia office is managed by the the planning, monitoring and evaluation section. This section also coordinates all studies, evaluations, surveys and other information gathering exercises. Programme planning must be based on a strong understanding of the current situation and subsequent planning processes must systematically be applied across all programmes to ensure coordination and to facilitate the effective management of UNICEF resources. Data for Somalia is very scarce. This is particularly the case for quantitative and qualitative socio-economic data and information. Where data is available, it is often incomplete. These processes also need to ensure that cross-cutting issues such as emergency preparedness and response, gender and an area-based focus, are addressed. Data for Somalia is very scarce. In spite of recent efforts to strengthen programme monitoring, there is still a need to ensure regular and systematic monitoring of changes in the well-being of children and women in Somalia. Regular reporting on the basis of the indicators selected as part of the monitoring and evaluation plan and systematic internal and external reviews of progress has yet to become a reality.
