News note: Agreement signed to improve water service delivery to towns in Somaliland
28 March, 2014 – Residents in four towns in Somaliland can look forward to improved water service delivery following the finalization of an agreement between the Somaliland Ministry of Water Resources, the United Nations Children’s Fund (UNICEF) and the European Union
A Letter of Agreement (LoA) on the Improved Water Service Delivery for Somaliland project was signed in Nairobi by the Somaliland Minister of Water Resources, Hussein Ahmed Abdulle, and the UNICEF Representative Sikander Khan. It will shortly be signed by the European Union.
The LoA underlies the parties’ commitment to support, strengthen and fast track the implementation of sustainable solutions to urban water supply in the towns of Boroma, Erigavo, Tog Wajaale and Burao. Over a third of households in Somaliland’s urban areas do not have access to clean drinking water and the proportion is far higher in rural areas.
‘The Somaliland government’s top priority is how individuals and the communities can get clean, sustainable, sufficient water. I thank the EU and UNICEF and look forward to working with them,’ said Minister Abdulle.
"This project is a new direction for supporting water supply in Somaliland," explained Mr. Paul Smith, EU project manager, "as it will bring not only network expansion, but also important skills training in water utility management and leverage long-term financing from our Somaliland partners, both of which are key to ensuring sustainability."
The US$7.15 million includes construction, rehabilitation and upgrading of systems as well as establishment of sustainable water supply management arrangements with a focus on capacity building and systems strengthening of the management organization of the water supply agencies and town master plans to guide and inform water resources development and extensions in towns.
The UNICEF Representative Sikander Khan said he was very happy with the current progress being made with the project.
The improved Urban Water Service Delivery in Somaliland started in January 2013 is funded by the EU and UNICEF and implemented by UNCEF in collaboration with UN-Habitat, the Italian NGO Terre Solidali and the Somaliland Ministry of Water Resources. It will be completed in all four towns by June 2016, when over a quarter of a million people will have been provided with sustained access to safe water supply.
