ABSTRACT

This UNICEF paper argues that basic services should be targeted to all children living in the poorest areas of Bangladesh, rather than attempting to target only the poorest children. It uses a composite index of indicators to identify sub-districts that are deprived of various basic services. The paper uses data from the Multiple Indicator Cluster Survey 2009 (MICS 2009) and the Global Study on Child Poverty and Disparities (Bangladesh) to make its case.
