In this study, the focus will be on obtaining an in-depth understanding of the impact on children of the PRSPs as well as related trends in resource allocation, the way in which the public finance management and administrative systems impact service delivery, the trends in official development assistance and the impact of changes in aid modalities= on funding flows and the effectiveness of spending.
With these aims in mind, and in particular with a view towards identifying policy entry points for engagement by UNICEF and other stakeholders in PRSPs, policies, and budgets, the approach taken in this study is based on understanding PRSPs and MTEFs as ongoing processes to increase accountability and the focus on results.
