ABSTRACT

The introduction of a large-scale social cash transfer programme in Senegal is suggested in the National Social Protection Strategy -- as a mechanism for mitigating the risks faced by vulnerable groups, as well as in the Poverty Reduction Strategy Paper II -- as a mechanism to ensure access of vulnerable groups to goods and services and to full enjoyment of their rights.
