ABSTRACT

The child's needs and rights to grow in a family or in an environment pretty close to it is a basic principle stipulated in a series of national legislative acts, taken upon by the Government of the Republic of Moldova when it ratified the UN Convention on the Rights of the Child.

In July 2007, the Government adopted a decision on the approval of the National Strategy and the Action Plan relating to the residential child care system reform for the years 2007-2012. The decision aimed to promote the state policy on protecting the right of the child as well as improving the life of the child and family, which are basic components of human development.
