Migration flows continue to grow and diversify and have yet only in the past years gained increased attention in development debates. A decade ago, migration was still a largely missing element in the discussions that led to the adoption of the Brussels Declaration and Programme of Action in 2001. This background paper is aimed at guiding the discussions of the seminar on “Migration, Development and Remittances in the LDCs” on 17 June 2010 in New York towards the formulation of policy recommendations and the eventual inclusion of more structured references on how to harness the development potential of migration in the outcome of UNLDC IV in Turkey in 2011.
