This article discusses conditional cash transfer programmes in Latin America and the Caribbean. These programmes link safety-nets directly to human-capital development by making receipt of the transfer condtional on school attendance and health-care check ups. In most cases, the conditional cash transfers are provided directly to mothers on the assumption that they are more likely to use the resources to benefit their children.
