This is a chapter entitled 'Assisting Traditionally Vulnerable Groups' from the World Bank book For Protection and Promotion: The Design and Implementation of Effective Social Safety Nets. This chapter discusses a number of vulnerable groups that are likely to face difficulities in generating good incomes. These groups are especially likely to have a low level of education, be poorly intergrated into the labor market, and own few assets. They may also face discrimination, which complicates their ability to generate independent incomes.
