Budget analysis and monitoring can help to ensure that government funding priorities are consistent with the policy objectives declared by governments and also that the financial resources allocated to priority areas are spent appropriately. In particular, analysis of public spending on child-focused policies, programmes and services has emerged as a mechanism for holding governments to account with regard to how they use resources to advance the realisation of children's rights to survival, development, protection and participation.
