Child Benefits and Poverty Reducation: Evidence from Mongolia's Child Money Programme

This paper analyses the extent to which Mongolia’s Child Money Programme, a conditional cash transfer programme for families with children, contributes to poverty reduction and the improved well-being of children in an efficient, affordable and sustainable manner. Research finds that the targeted programme resulted in very high leakage to non-poor households and substantial exclusion of poor households, due to flaws in the programme’s proxy test and implementation problems. As a result, the universal benefit should be adopted to resolve the exclusion error to further reduce the child poverty headcount. There are still some barriers that hinder the access of child benefits by the most severely disadvantaged families and children, but implementing the universal benefit is financially affordable and sustainable at its initial level.
