Consultancy for implementation of a study “Causes of Infant and Child Mortality” in the Chechen Republic and Republic of Ingushetia” 

Purpose of the assignment:

Under the supervision of the UNICEF Office in the Northern Caucasus, Russian Federation, and in consultation with the Ministries of Health of the Chechen Republic and Republic of Ingushetia, to conduct analysis and documentation of the causes of infant and child mortality in the Chechen Republic and Republic of Ingushetia

Goal:

• To identify causes of infant and child mortality and their unfavorable outcomes;

• To provide recommendations both to reduce the number of deaths and develop activities for the child health improvement;

Objectives:

• To identify the extent of compliance between biological cause of infant and child morbidity and mortality records in case reports about its treatment and outcome

• To identify risk factors that result in unfavorable outcomes of infant and child morbidity at home

• To assess social, cultural and medical factors which bring to development of infant and child diseases, and their unfavorable outcomes in medical institutions

• To assess health status of confined women and effect of ante-, intra-, and post-natal aid to infant morbidity as well as its unfavorable outcomes in maternity hospitals and medical institutions.

• To develop recommendations on ensuring infant and child health and mechanisms of their implementation

Major tasks to be accomplished to achieve the objectives

The international consultant will work closely with national consultants and a working group composed of national health experts and group leaders (representatives of health sector and medical university) to accomplish the following tasks:

1. Conduct a desk review of the available sources and relevant documentation prior to visiting country
2. Facilitate one-day orientation meeting with the Ministry of Health officials, the national consultants, the working group and group leaders
3. Draft questionnaires, its adaptation and testing for the study, sharing with counterparts for comments and feedback 
4. Provide one week training workshop for the working group and group leaders for collection of retrospective information on mortality cases of children under 5 years old in the Republics
5. Computer processing of questionnaires, analysis of findings, preparation of preliminary draft for the study report
6. Draft and finalise the study report based on the feedback from the working group and the national consultants
7. Conduct review conference on the findings

Deliverables:
Study report with recommendations for the follow up action

Consultancy period:

1 December, 2009 – 1 May, 2010

Required Skills and Qualifications:

• Advanced degree in Public Health;
• Over 8-10 years of relevant professional experience at the national/international level;
• Previous experience in research, documentation and evaluation of health sector initiatives; 2-3 major publications an asset;
• Ability to work in multinational environment;
• Familiarity with UNICEF’s mission and mandate, and especially approach to maternal and child health, an asset  
• Fluency (both written and verbal) in Russian, excellent written and analytical skills.

Entitlements:

Consultancy fee is to be proposed by a potential individual and agreed with UNICEF rules and regulations

Procedures and logistics:

UNICEF is going to provide the background information, organize meetings and field visits and provide comments on the drafts

Comments:

The interested candidates are requested to:

1. Provide requested consultancy fee for the consultancy period. In line with CV/P-11 references, this will serve as criteria for the selection process;
2. Confirm availability for the preliminary schedule of the missions;

Conditions for proposal
• All quotations should be made in Russian Roubles or US Dollars and should be valid for 45 working days
• Offers requesting 100% prepayment or any other form of full prepayment will not be considered. UNICEF, in exceptional cases, can consider making up to 30% pre-payment to pre-qualified service providers and when the nature of the service to be delivered requires the procurement of supplies at the starting stage of the contract.
• If it is determined that by reason of immunities enjoyed by UN, any taxes are not required by law to be paid, or if having been paid any such taxes subject to refund, the amount of such taxes will be excluded from the quoted price.
• UNICEF shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material which bears a direct relation to, or is made in consequence of, the services provided to UNICEF by the services provider. At the request of the UNICEF, the services provider shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the applicable law.

Award criteria, award of contract

UNICEF reserves the right to accept or reject any Proposal, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without thereby incurring any liability to the affected offering company or any obligation to inform the affected offering company of the grounds for UNICEF’s action
Prior to expiration of the period of proposal validity, UNICEF will award the contract to the qualified offering company whose Proposal after being evaluated is considered to be the most responsive to the needs of the organization and activity concerned.
Selected candidate and UNICEF will sign Special Service Agreement (SSA) each time an event is to be organized to specify all the details of the event. The payment is usually made after the services are provided.
