Setting up of County Child Rights Observatory in Vaslui

Child Rights Observatory - Vaslui county

Wednesday, May 18th, 2005 in Vaslui, UNICEF Romania and the Vaslui County Council will sign a Memorandum of Understanding for the establishment of a County Child Rights Observatory in Vaslui.

This is the first Child Rights Observatory in Romania, the first institution especially designed to monitor the way children’s rights are realized at the level of the county of Vaslui.

Romaniawas amongst the first countries that ratified the UN Convention on the Rights of the Child in 1990. The new legislative package on the child which came into force on January 1st, 2005 is based on the principles of the UN Convention on the Rights of the Child and specifically requires monitoring of the realization of the rights of the child both at national and descentralized levels.

The County Child Rights Observatory initiated in Vaslui will be supported by UNICEF in partnership with the Vaslui County Council.

The main goal of the County Child Rights Observatory is to promote the rights of the children and youth in the county of Vaslui, based on the provisions of the UN Convention on the Rights of the Child and other similar international conventions.

The Child rights Observatory has four main objectives:

  1. Monitoring of the rights of the children and youth in Vaslui county
  2. Establishment of a Data Base on children’s issues
  3. Promotion of advocacy, raising awareness and  participation of children and youth
  4. Contribution to the establishment and implementation of a county action plan in favor of children

The County Child Rights Observatory will start with a simple structure of four members of staff who, with UNICEF support will receive the necessary training to fulfill their tasks.

The activity of the Observatory will be supported by a Consultative Group formed of representatives of the deconcentrated governmental structures, civil society and local media.

The experience of the Child Rights Observatory in Vaslui will be used for establishing Child Rights Observatories in other counties as well and for the creation of a national institution in charge of monitoring the rights of the children and youth by 2007, the year of Romania’s accession to the EU.
