Monitoring child rights - a serious matter for this boy

This is a new component of the UNICEF Country Programme 2005 – 2009.

It aims to:

  • Monitor the fulfillment of child rights in the country, institutional reforms, new legislation, and the overall state of child rights realization
  • Closely monitor social sector indicators
  • Closely monitor indicators related to children from various fields.
  • Implementing the DevInfo programme both at a national and country level
  • Stimulate and support research regarding the situation of children and youth.
  • Establish an independent Child Rights Observatory in two counties (Vaslui and Arad) monitoring the realization of the rights of the children and youth at county level.

The County Child Rights Observatory has four main objectives:

  1. Child Rights Monitoring;
  2. Realization of a data base on children’s issues;
  3. Advocacy, awareness raising and participation of children and youth;
  4. Development of children-related initiatives.

The activity of the Observatory is supported by a consultative group at county level composed of representatives of decentralized governmental institutions.

By 2007, it is hoped that UNICEF will support the establishment of an independent Child Rights Observatory for Children at national level to match with Romania’s accession to the EU. Experiences gained from the pilot observatory at the county level (Vaslui and Arad) will enforce the development of the national observatory in 2007.
