Mrs. Françoise Gruloos- Ackermans

New UNICEF Representative

Santo Domingo, Dominican Republic.  Recently Ms. Francois Gruloos-Ackermans has joined UNICEF- Dominican Republic as Representative.  She has been working in UNICEF for more than fifteen years and she has served in different positions in various countries.

Prior to this position, Ms. Gruloos-Ackermans has been serving as Senior Programme Officer in Geneva, Switzerland since June 2005. In this capacity she has been responsible for coordination, planning and implementation of  strategies for promoting child rights in industrialized countries, in particular in European countries with National Committees, though the Committees as well as through non-governmental organizations. She has also been responsible for coordinating, in consultation with the Education Sector and Programme Division, activities carried out by National Committees in the area of Education for Development.

From April 2003 to June 2005, Ms. Gruloos-Ackermans served as UNICEF Representative for Haiti. In this capacity, she was responsible for the overall implementation of the country programme including planning, co-ordination and evaluation of a range of UNICEF programmes, both developmental and humanitarian benefiting women and children.

Ms. Gruloos-Ackermans joined UNICEF in September 1991 as Project Officer. Women’s Programme in Bujumbura, Burundi, where she was responsible for urban project on AIDS, as well as project for Children in Especially Difficult Circumstances. In November 1994, she transferred to Antananarivo, Madagascar as Project Officer (Monitoring and Evaluation). In this capacity, she was responsible for planning, implementation and management of all country programmes. In October 2000 she was reassigned to Havana as UNICEF Representative for Cuba.

Prior to joining UNICEF, Ms. Gruloos-Ackermans worked as Teaching Assistant at the Université Catholique de Louvain, Belgium, from August 1982 to September 1984. From October 1984 to August 1987, she served as Lecturer at the Université Nationale du Rwanda. In August 1988 she became Project Administrator for Action Internationale contre le Faim, in Kampala, Uganda. From August 1989 to July 1990 she served as Public Relations Officer for Ideas Development in Belgium. From February to September 1991 Ms. Gruloos-Ackermans served as UNICEF Consultant HIV/AIDS in Bujumbura, Burundi.

Ms. Gruloos-Ackermans is a national of Belgium. She earned her Master’s Degree in Sociology from Université Catholique de Louvain in 1980 and holds a Teacher’s Diploma in Social and Political Sciences.
