| Harry Sawyerr recently
retired as Minister for Education of Ghana, a position he had held since
1993. He spearheaded the development of the strategic plan for the country's
major education reform, the Free, Compulsory and Universal Basic Education
programme, kicked off in 1996. In 1995, Mr. Sawyerr was elected President
of the Caucus of African Ministers of Education and Chairman of the Bureau
of African Ministers. His career in public service spanned almost 30 years.
