UNICEF supports day care centers where children's learning is stimulated and readied for primary school.

UNICEF works to achieve quality education for all Filipino children. We help ensure that children are ready for school and schools are ready for children through establishment of more early childhood care and development centres – home-based and centre-based day care for children 3 to 5 years old, especially those most marginalized.

We are further strengthening and expanding the network of child-friendly primary schools. UNICEF has also supported the Department of Education in piloting child-friendly systems in high schools. 

UNICEF assists policy makers in developing national standards and tools to improve the quality of ECCD programmes, including home-based day care centres. The standards will serve as basis and guidelines for standardization of ECCD curricula and assessment.  We also helped develop the Student Tracking System (STS) to monitor the progress of children, especially those with difficulty learning and at-risk of dropping out. 

Teachers, principals and school supervisors are trained on more innovative ways of teaching and receive manuals on child-friendly teaching.  The Department of Education is also being supported in implementing multiple approaches of education for disadvantaged areas.  These include the Modified In School-Off School Approach (MISOSA), which seeks to address the problem of congestion and large class sizes, and the Enhanced-Instructional Management By Parents, Community and Teachers or e-IMPACT, which seeks to strengthen the multi-grade education.  Day care workers, parents and volunteers are also trained and equipped with more creative teaching techniques to stimulate better learning. We also support establishment of new home-based learning sites so that children in impoverished areas to have more opportunities to learn at an early age. UNICEF also provides ECCD packages comprised of learning and play materials, health and nutrition supplies, and personal hygiene kits.

With the Education in Emergencies Philippines cluster, UNICEF provides emergency education packages and temporary learning structures to teachers, students, day care centres and schools. We also help in repairing damaged learning structures or building new classrooms in disaster-affected areas. We engage in promotion of disaster risk reduction in schools and learning centres through training and capacity-building of stakeholders, partner organizations and institutions. We help ensure that continuous education is available and accessible in disaster-stricken areas.
