Supply Officer, IslamabadMandate of the United Nations Children’s Fund (UNICEF) is to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to enable them to reach their full potential. • Assist in implementation of supply component of the Country Programme and administrative supplies in close consultation, guidance and supervision of Supply & Logistics Manager i.e., invitation bids/quotations, tabulation, draft CRC submission, issuance of local purchase orders, monitoring and distribution of supplies & equipment to project sites, payments to suppliers and assessment of their performance and prepare procurement status report. • Interact with Programme Sections and Field Offices in the preparation and issuance of appropriate documents i.e. Supply Requisitions, accuracy in the specifications, budgets, coding in line with Supply Manual Book G. This includes reconciliation and adjustments of expenditure, Outstanding Budget Obligations (OBOs) etc. • Respond to all Supply Requisitions related queries generated by Supply Division, Programme Sections and UNICEF Provincial Offices and maintain a query log to trace the responses provided. • Co-ordinate and assist in ensuring timely clearance of all air/sea shipments from port of entry, provide logistics support to export of supplies to neighbouring countries, receipt in transit warehouse, distribution and monitoring of supplies & equipment to the final destination. • Under guidance of Supply Officer, organize the annual or bi-annual stock of supplies & equipment in the warehouse, joint evaluation of project supplies for end-use monitoring and submission of stock-count, inventory and evaluation reports. • Undertakes field visits to project sites and sub-offices for making assessment on proper utilization of UNICEF supplies. Proposes corrective actions for the improvement in quality/ utilization of supplies and to improve logistical procedures. • Assists the Programme Sections in developing plans for emergency supply assistance in accordance with UNICEF Emergency Policies and Guidelines. • Conduct market surveys, identify and recommend potential local suppliers for regularly purchased programme supplies. Evaluate local suppliers’ overall performance. Assess supply administration and control mechanisms and advise on appropriate action. • Identify training needs and develops training activities in supply management for UNICEF's staff/consultants and counterparts, designed to improve supply delivery. • Provide constant overview to the UNICEF Provincial Offices on smooth functioning of decentralized limited local procurement operations. • Maintain supply monitoring systems, participate in the preparation of ProMS generated supply status reports, required for donor reports, budget reviews, programme analysis, annual reports, etc. Educational Qualification: Experience: Other Skills and Attributes: Written and Spoken Language Skills:
