UNICEF Executive Board Session

Friday, 4 February 2000: Yesterday, the UNICEF Executive Board wrapped up deliberations of the Report of the Executive Director (report to the Economic and Social Council) and moved on to discussion of the report of the WHO/UNICEF/UNFPA Coordinating Committee on Health. Closing statements from Carol Bellamy, Executive Director of UNICEF, and Ambassador Anwarul Chowdhury, President of the Executive Board, were the last order of business before the first regular session of the Board for the year 2000 was adjourned. The UNICEF Executive Board will meet again at United Nations Headquarters from 22 to 26 May and from 18 to 22 September of this year.

Thursday, 3 February 2000: At yesterday's meeting, the Executive Board examined country programme issues for the South Asia region, during which the Executive Director gave an oral presentation on arsenic contamination of drinking water in Bangladesh. The Board then approved the new multi-year funding framework that UNICEF is adopting, a comprehensive and coherent framework that will link results with planning and resources. Delegations then took part in UNICEF's first-ever funding meeting, in which financial support was pledged to the organization. The day concluded with discussion of the Report of the Executive Director (Part I), which is also the annual report to the Economic and Social Council.

At today's meeting, the Executive Board is expected to conclude discussion of the Report to ECOSOC and then take up the report of the second meeting of the WHO/UNICEF/UNFPA Coordinating Committee on Health. Both the President of the Board and Executive Director of UNICEF will give closing statements, thus adjourning the first regular session of the Executive Board for 2000.

Wednesday, 2 February 2000: At yesterday's session of the Executive Board, the Executive Director, in her address to Board members, reported that she had just returned from the World Economic Forum at Davos, Switzerland, where UNICEF helped mark the formal launch of the Children's Challenge, the inaugural initiative of the newly formed Global Alliance for Vaccines and Immunization

The remainder of the day's deliberations involved discussion of the country programmes being prepared for the Executive Board meeting in September of this year. Presentations were made by the Regional Directors of:

  • West and Central Africa;
  • Latin America and the Caribbean;
  • Central and Eastern Europe, the Commonwealth of Independent States and the Baltic States;
  • Middle East and North Africa; and
  • Eastern and Southern Asia.

Today, the Executive Board will complete discussion of country programme matters and take up discussion of the new multi-year funding framework (MYFF), a comprehensive and coherent framework that will link results with planning and resources. The MYFF is expected to significantly change the way UNICEF carries out its mandate. The discussion will be followed by the first-ever funding meeting, in which member delegations will pledge financial support to UNICEF.

Tuesday, 1 February 2000: At the opening meeting of the UNICEF Executive Board yesterday, Ambassador Anwarul Chowdhury, President of the Board, addressed the assembled delegations. The Board then turned its attention to discussion of the organization's Private Sector Division, whose budget for the year 2000 was approved. The next item on the agenda was consideration of programme matters. Statements were made by the Director of the Programme Division and the Regional Director for Eastern and Southern Africa.

Regular proceedings of the session were suspended in the afternoon in order to hold a joint meeting of the Executive Boards of UNICEF, the United Nations Development Programme/United Nations Population Fund and the World Food Programme. The meeting featured a presentation on the United Nations Development Assistance Framework in India. A panel, composed of UN representatives and the Secretary of the Planning Commission of India, gave an in-depth analysis of progress made to date in fostering cooperation among the various agencies.

At today's morning meeting, UNICEF Executive Director Carol Bellamy -- who returns from Davos, Switzerland, where she took part in the launch of the Global Alliance for Vaccines and Immunization -- will address the Board. Deliberations will then be devoted to discussion of UNICEF country programme matters worldwide.

Monday, 31 January 2000: Today the UNlCEF Executive Board begins its first regular session for the year 2000. Ambassador Anwarul Karim Chowdhury of Bangladesh, President of the Board, will open the week-long deliberations in New York, which will consider programme and policy matters of the organization.

This morning's meeting begins with a discussion of the Private Sector Division of UNICEF. The afternoon meeting, held jointly with the Executive Board of the United Nations Development Programme/United Nations Population Fund, will examine the United Nations Development Assistance Framework in India. Representatives from the India offices of UNICEF, UNDP, UNFPA and the World Food Programme will form a panel, which also includes the Secretary of the Planning Commission of the Government of India.

In addition to President Chowdhury, who represents the Asia Group, UNICEF's Executive Board officers for the year 2000 include four vice-presidents: Ambassador Mubarak Hussein Rahmtalla of the Republic of the Sudan (representing Africa), Ms. Lala Ibrahimova of Azerbaijan (Eastern Europe and the Commonwealth of Independent States), Ambassador Alberto Salamanca of Bolivia (Latin America and the Caribbean) and Mr. Luc Schillings of the Netherlands (Western Europe and Others). The Board will also meet in May and September of this year.
