The level of enrolment of children in primary school is quite high at approximately 97 per cent.  The reform process is moving well ahead in Montenegro. However  when one shifts from the global indicators to the coverage analysis of individual categories of children, there are still outstanding issues of concern.

Although there is no  disaggregated data for certain social and ethnic groups, pilot analyses show that there are serious problems in enrolment of  poor children from specific ethnic groups, such as Roma, children with special needs, children from villages, remote areas especially  in Northern part of Montenegro and children from IDP families. The drop out rate is a serious problem, among children from disadvantaged groups  who are also those most in need of support form the system.
No school has physical access and facilities for children with physical disabilities, for children with special learning needs and the education process is still not inclusive. Only 30 per cent of children with special education needs to develop their capacities and potentials are enrolled in school, while others are left out completely.
Access to “quality primary education” for all children remains a crucial issue.
