Translating the CRC for Children in Malaysia It places particular emphasis on the dignity of children, their right to protection, their need for special care and their right to physical integrity. This aspect makes the CRC an extremely powerful framework under which to develop policies and programs for the protection of children, the prevention of violence and the reintegration of children who are victims of violence. In Malaysia, UNICEF works with the Ministry of Women, Family and Community Development and the Attorney-General’s Chambers to uphold the principles of the CRC for children in Malaysia. This includes targetted and strategic advocacy and dialogues with a range of actors with the support of the former Chairman of the Committee on the Rights of Child, Professor Jaap Doek. The Malaysian Child Index is a new initiative developed in 2006 through a multi-ministerial partnership to measure progress made on child welfare issues. Indicators have been developed to assess the disparity in levels of wellbeing across the different states of Malaysia. In the first year, the Index is already acting as a barometer for the success of certain policy initiatives and resource allocation. In the coming year, indicators on social protection will supplement those already exisiting. These new indictors are essential to evaluate the parity of social protection provision to all populations in Malaysia and will provide evidence as to the success of such measures in reducing the gaps in children's developmental opportunities.
