UNICEF Malaysia is seeking to recruit a highly qualified candidate for the position of Child Protection Officer. The successful candidate will form a core member of the program team for Malaysia, and support the implementation of the UNICEF – Government of Malaysia Country Program under the overall leadership of the Representative and the guidance of the Senior Social Policy Specialist.

Duties and Accountabilities

The Child Protection Officer will:

  • Design, implement and monitor programs in the field of child protection, including assessments of the national child social welfare and juvenile justice systems and research to document and reduce violence against children.
  • Develop close and productive relations with key partners and stakeholders in the Government of Malaysia, academia, NGOs, and the international community.
  • Contribute to UNICEF advocacy to ensure the fulfillment of the Convention on the Rights of the Child (CRC) provisions and recommendations by providing analysis on legal and policy gaps and identifying strategic opportunities to advance the child rights agenda in Malaysia.
  • Oversee the work of short-term consultants and research assistants as needed.

Minimum Qualifications

  • Advanced degree in Law, Social Sciences or a related field with significant experience (five years) in policy design and implementation, including social policy and/or child protection;
  • Demonstrated ability to carry out research and analytical tasks independently, and to apply findings to key policy issues;
  • Good understanding of public policy development and implementation, in particular in the areas of social policy and child protection. In-depth knowledge of Malaysian policy development processes an asset;
  • Ability to conduct independent policy discussions with representatives of both the government and non-government partners on selected policy issues;
  • Ability to learn quickly, and the capacity to work simultaneously and effectively on a variety of tasks, independently adjusting priorities and achieving agreed results;
  • Strong analytical and strategic skills, personal initiative and a track record of both conceptual and operational work;
  • Strong interpersonal skills, with the capacity to advocate and influence without formal authority and to work in teams across organisational boundaries within a multi-cultural environment;
  • Excellent communication skills, both in oral presentations and in writing; 
  • Fluency in English required; fluency in Bahasa Malaysia an asset; and,
  • Only open to Malaysian nationals.
