Información sobre esta serie:
En el marco del Acuerdo de Cooperación entre la Comisión Económica para América Latina y el Caribe (CEPAL) y UNICEF, las unidades de Políticas Públicas en UNICEF y de Desarrollo Social en CEPAL prepararon, editaron y publicaron los boletines trimestrales “Desafíos” que tratan sobre los Objetivos de Desarrollo del Milenio (ODM) desde la perspectiva de los derechos del niño. Se utilizó la base de datos de CEPAL y sus capacidades analíticas para destacar temas que afectan el cumplimiento de los ODM para la niñez.
El trabajo en conjunto ha permitido publicar a la fecha, 13 ediciones sobre pobreza infantil, educación, nutrición, maternidad adolescente, entornos saludables, entre otros temas. Los boletines han sido distribuidos ampliamente entre legisladores, planificadores de políticas públicas, autoridades gubernamentales centrales o locales, ONG, académicos, investigadores y especialistas, entre otros. El boletín se ha distribuido principalmente en América Latina, pero también se recibió en España, el Reino Unido, China e India, entre otros.

Desafíos 13: El derecho a la identidad: Los registros de nacimiento en América Latina y el Caribe
Un rostro sobrecogedor de la vulnerabilidad de niños, niñas y adolescentes en América Latina y el Caribe es no estar registrados como nacidos y nacidas y, con ello, carecer de toda identidad legal. Esto implica no poder ejercer derechos ciudadanos básicos y enfrentar trabas en el acceso a prestaciones sociales, al sistema de justicia, al reconocimiento como personas en plenitud, al derecho al bienestar, al desarrollo de capacidades, al acceso a empleos productivos y a la participación política.
Challenges 13: The right to an identity: birth registration in Latin America and the Caribbean
A disturbing token of child and adolescent vulnerability in Latin America and the Caribbean is that so many are deprived of any legal identity by failure to report their birth. This bars them from exercising basic citizen rights and can hinder their access to productive employment, social benefits and the justice system and deny them recognition as full citizens and the right to well-being, capacity development and political participation.

Número 12: Cuidado infantil y licencias parentales
En este número se plantean avances y limitaciones en licencias parentales y maternales para el cuidado y se enfatizan las deudas pendientes. Las múltiples necesidades del cuidado en la primera infancia han tenido escasa traducción legal y práctica, y persisten desigualdades de origen.
Number 12. Childcare and parental leave
This issue examines the progress made thus far on childcare leave for parents ?mothers and fathers? and turns a spotlight on pending debts in this regard. Few legislative or practical measures exist for satisfying the many types of early childhood care needs, and inequalities of origin are still rife.

Número 11: Infancia y migración internacional en América Latina y el Caribe
En este número se plantean los principales ámbitos de intervención, sobre la base de la Convención sobre los Derechos del Niño: la garantía de debido proceso en la política migratoria; el derecho inalienable a vivir en familia (derecho a la unidad o reunificación familiar); el respeto de los derechos sociales, económicos y culturales de niños, niñas y adolescentes migrantes, con políticas específicas para atender sus necesidades de protección y desarrollo; y la vigilancia del destino de las remesas, a fin de optimizar su impacto positivo en la calidad de vida de niños y niñas.
Number 11: Children and international migration in Latin America and the Caribbean
This issue discusses the main spheres of intervention, grounded in the Convention on the Rights of the Child: the guarantee of due process in migration policy; the inalienable right to live in a family; enforcement of migrant children’s and adolescents’ entitlement to social, economic and cultural rights, with specific policies for meeting their protection and development needs; and ensuring remittances can be used to improve children’s lives.

Número 9: Maltrato infantil: una dolorosa realidad puertas adentro
Encuestas realizadas en 16 países de la región indican que altos porcentajes de adultos --en algunos casos superiores al 80 %-- consideran natural recurrir al maltrato infantil, incluido el castigo corporal, para imponer disciplina. Así se establece en esta edición de Desafíos, donde se analiza el avance de los Objetivos de desarrollo del Milenio en la infancia y adolescencia.

In the 16 countries studied for this article the percentage of adults interviewed who acknowledge personal or family abuse is quite high --in some cases higher than 80%-- many simply assume that physical and verbal punishment are a natural part of discipline and socialization. This Challenges edition analyzes the progress of the Millennium Development Goals on childhood and adolescence.
