Terms of Reference for Corporate Social Responsability Consultancy 

PURPOSE OF THE JOB:

The purpose of this consultancy of Corporate Social Responsibility is to enhance organizational capacity for the implementation of the UNICEF Strategic Framework on Corporate Social Responsibility (2012) in LAC by providing support to the regional office, PFP and non-PFP Country Offices in the region.

The mitigation of the non-financial impact of corporations on child rights and the maximization of their positive non-financial impact on child rights has been identified by UNICEF and by the PFP unit as a priority for the period 2014-2017. Following that mandate the PBR of PFP in October 2013 has approved the creation of a CSR specialist position (P-3) in LACRO in 2014 pending final approval by the board in February 2014.

In order to bridge the gap until a specialist is recruited and to lead important initiatives, consultant support is needed in order to continue a number of important corporate initiatives that are part of the 2014 work-plan of both PFP LACRO and of country offices.

MAIN TASKS RELATED TO THE JOB:

  • Under the strategic guidance of the Corporate Relations Manager the responsibilities of this consultancy include supporting the LAC regional office in their regional CSR strategy development and implementation at the regional level.
  • It also includes supporting Country Offices engage with companies, governmental and non-governmental partners in the creation of awareness among key decision makers on the importance of incorporating Children’s Rights in to business.
  • The consultant will also coordinate with programme colleagues at the regional level and support CSR focal points to engage with program colleagues at COs, to embed CSR into existing or prospective UNICEF programs with the objective of minimizing the negative impact of business practices on children and maximizing the positive impact.

Specific Objectives:

  1. Support Brazil, Colombia, El Salvador, Costa Rica and other country offices in their efforts to develop CSR mappings aligned with UNICEF global recommendations.
  2. Coordinate the participation of LACRO Country offices in the global Corporate Lab led by UNICEF HQ. Support other PFP and NON-PFP country offices interested in developing national CSR platforms through technical assistance and the creation of a guide on how to support corporate partners to integrate children’s rights in to their sustainability operations.
  3. Lead the participation of LAC country offices in the global CSR pilot with mining firms: i) Implementing a regional stakeholder engagement process; ii) Developing a Child Rights and mining mapping in each country and; iii) helping companies respond a UNICEF impact assessment and develop and measure their plans to improve their impact on child rights.
  4. Coordinate with ILO and Child protection at UNICEF to strengthen existing public-private networks of companies for the eradication of child labor. Make arrangements to expand these networks to two additional countries.  Coordinate UNICEF efforts to participate at a regional meeting of these networks.
  5. Develop mappings for LAC regional office to understand how to engage with the tourism industry and with Agricultural companies on broad child rights issues.

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED:

The incumbent will report to the Regional Office Corporate Relations Manager. The incumbent will be based in the Panama Regional Office with travel to country offices as required.

  • Candidates should have a master’s degree in law, social or political sciences, public administration business administration or related technical field including knowledge of corporate responsibility and child rights. 
  • Candidates are expected to have at least five years of professional work experience in business and human rights with a demonstrated ability in support, coordination, tracking and facilitation of complex projects related to children and business rights.
  • Corporate responsibility experience in working on children’s rights from a company is an asset.
  • Good understanding of UN & UNICEF programmes and activities in the field and in headquarters is preferred.
  • Fluency in English and Spanish required.

ESTIMATED DURATION OF THE CONTRACT AND PROPOSAL:

The duration of the consultancy is 4 months, starting on 17th January 2014.

HONORARIA & FEES:

Section will cover up to UD$1,800 for airfare ticket.
