Terms of Reference

BACKGROUND:

Latin America is in the process of expansion of Information and Communications Technology (ICT), characterized by the growing number of Internet users and mobile phone users. Latin American youth makes extensive use of social media networks. In its 2011 report on social media network in Latin America ComScore, a leader in measuring the digital world, states that Internet users have almost doubled their use of social networks, which have become an essential part of digital life of Latin American consumers, especially for young people between 15 and 24 years. Facebook is the leading social network in the region, reaching more than 91 million visitors.

At the same time, the process of extending the mobile network through Latin America has been matched to a democratization of the service, reaching largely low-income households. It points to an opportunity to use the mobile phone as the ideal tool to carry Communication for Development messages from UNICEF and reach large segments of population.

PURPOSE & OBJECTIVES:

In the framework of the UNICEF Latin America and Caribbean Regional Office communication work plan, we are seeking one or several home-based digital assets & communications contractor(s) with the technical and language skills to create engaging and creative content for the several projects’ websites, social media channels and specialized networks who is up to date and passionate about the latest technologies and techniques and can apply them to reach a broad range of audiences, especially children and adolescents.

The purpose is to bolster UNICEF’s digital presence in the region as a way to strengthen its advocacy goals around key issues. Therefore the creation of engaging content needs to be integrated into an overall strategy geared not just towards increasing traffic but also increasing mobilization and advocacy.

MAIN TASKS AND DELIVERABLES:

The digital assets and communications consultant(s) will work for the UNICEF LACRO’s Communication Unit and will have the opportunity to make a large impact on the design, architecture, and implementation of all the regional digital platforms.

The main deliverables are:

  • Develop and produce engaging content for the different web platforms and social media channels in most of the main languages in the region (Spanish, Portuguese and English).
  • Regularly update the different digital platforms and channels, interact and respond to users.
  • Contact and engage with target audiences, especially children and adolescents.
  • Measure the impact and make monthly reports about webs and social media channels using the provided monitoring tools.
  • Support making social media packs about specific initiatives and launches.
  • Provide technical assistance to country offices in their own digital needs.
  • Collect messages and information about digital communication and social media to be shared with country offices.
  • Provide general assistance to the LACRO’s Communications Section and collaborate in communication strategies for other programmatic areas.

TIMEFRAME OF THE CONSULTING SERVICES:

Initially, 3 months, October-December 2013, part-time, with possibility of extension depending on needs and funding.

BASIC QUALIFICATIONS AND SKILLS:

  • Bachelor's degree in Computer Science, International Relations, Journalism, International Development or related careers.
  • Proven experience integrating social-media platforms and APIs (Facebook, Twitter, Google, Flickr, YouTube, LinkedIn, etc.).
  • Experience developing content for a young audience on APIs.
  • Experience in social mobilization through digital platforms.
  • 3 years experience in communications (writing, editing, event organization, video production, photography).

Language Skills:

Fluency in Spanish and good command of Portuguese and English, French will be an asset.

CONSULTANT´S WORKPLACE:

The contractor will work from his/her home and must have an optimum Internet connection to be reached by e-mail or Skype. Occasionally, the contractor may be asked to go to the UNICEF Office in his/her country to attend some meetings or interviews.

- Fees: Approximately monthly fees will depend on the agreed number of days worked on the basis of US$80.00 per day (or US$1,700.00 per month).
