September 2008, Foregrounding social aspects of local development policies
From September 24th to 26th key representatives of five Batken region municipalities/aiyl okmotuus (rural self governance) participated in a training programme on international practice in strategic planning and management and local-level social development strategy. The training course, which took place in Batken town, had been developed by Dr. Michaela Lambru, an expert in public policy and public administration and a widely experienced trainer. She coordinated the course. Other speakers included the Deputy Director of the Civil Servants’ Training Centre - part of the Management Academy under the President of the Kyrgyz Republic - and professionals from the National Agency for Self-Governance.
The training course also took time to consider the content and methodology of social policy training courses for civil servants. The decision to provide the training course was prompted by the realization that, following decentralization and other public administration reforms, social aspects of strategic planning had been underplayed in otherwise very effective municipal-level capacity-building. Experts say that local development planning neglects the social dimension. Correcting this omission will make it easier to mainstream children’s issues in local socio-economic planning and policy.
