Project Two: Monitoring of Rights
Project Objectives:
- Ensure the adoption of a national follow up mechanism to the United Nations Special Session on Children (UNSSC) developed based on the endorsed "World Fit for Children".
- Ensure that adequate national capacities and mechanisms exist to monitor the situation of children and women in the Country by 2007.
- Ensure that an integrated monitoring and evaluation plan for the Country Programme is implemented.
Major Strategies:
- Role pattern analysis of key advocates, stakeholders and duty bearers.
- Strategic partnership building for the implementation of development programmes and for resource mobilisation with the Media, selected private sector organisations, and the Friends of Jordanian Children.
- Facilitation of linkages between partners identified above and other supported programmes, especially the policy development project related to each of these programmes.
- Linkage with the monitoring of rights programme and partnership building for legislative and administrative changes based on scientific research evidence.
Major Activities:
- Technical assistance for the formulation of a participatory plan of action to follow up on the commitments made at the UNSSC.
- Technical assistance for the preparation of the reports to the CRC Committee in 2003 and the CEDAW Committee in 2007.
- Panel discussions nationally and in three governorates to clarify roles and responsibilities in monitoring the situation of children and women and major conferences.
- Development of plans of action for the sustainable introduction of child information into the Department of Statistics and other research-oriented organisations
- Capacity building and training of government staff and NGO on monitoring children and women’s rights including mechanism for monitoring implementation the post-UNSSC plan.

Indicators for verification of achievement:
- National plan on the follow-up to UNSSC is endorsed by the government at the ministerial level.
- Monitoring mechanism for follow-up to UNSSC is established and endorsed by the Government.
- Recommendations of both committees are discussed in a national forum.
- CRC/CEDAW reports submitted.
- Follow-up on CRC Committee recommendations.
- Ability to persuade a number of pre-defined partners to provide required information and recommendations at its request.
- Child information fully operational at national and sub-national levels.
