Programme One: Integrated Early Childhood Development (IECD)

 

Project One: National Policy Development

Project Objectives:
  1. Ensure the adoption of the draft integrated national ECD strategy by end 2004 and its translation into legislative and administrative actions by 2005.
     
  2. Ensure the existence of sustainable officially endorsed core training capacity among the 13 national partners at the national level, which is equipped to implement and train integrated ECD programmes by 2005.

Major Strategies:

  1. Technical Assistance and advocacy with key policy makers for the development and adoption of IECD National Plan of Action.
  2. Anchoring the UNICEF-assisted IECD programme within the IECD national plan of action based on the IECD strategy.
  3. Role Pattern Analysis of the various partners in the ECD sector for the identification of capacity gaps among duty bearers and stakeholders.
  4. Identification and strengthening of the coordinating mechanisms within partner agencies.

 

Major Activities:

  1. Supporting the regional childhood councils at the governorate level.
  2. Building national consensus on the outcomes of programmes for children and indicators to measure impact on child development
  3. Development of educational materials.
  4. Capacity building on the IECD concept and implementation strategies.
  5. Core training of 13 national partners (from government and NGOs) at the national level to equip them with needed training, technical and communication skills needed for the implementation of integrated ECD programmes.
  6. Capacity building on concept and implementation strategies.

Indicators for verification of achievement:

  • Strategy is adopted by the Government.
