Project One: National Policy Development
Project Objectives:
- Ensure the development and adoption of a national gender-sensitive youth strategy by end 2004 and its integration in the implementation plans of the Higher Council for Youth, Ministry of Education, Ministry of Health, Ministry of Social Development, the Jordanian Department of Statistics, one university and NGO counterparts by the end of 2007.
Major Strategies:
- Role Pattern Analysis of the various partners and duty bearers working with adolescents for the identification of capacity gaps among duty bearers and stakeholders.
- Technical Assistance to research institutions and support to data gathering and operational research as a means of engaging government in policy development and formulation.
- Technical assistance and advocacy with key policy makers for the development and adoption a national youth strategy and promotion of legislative changes.
Anchoring the UNICEF-assisted youth programmes within the national plan of action developed by the Higher Council for Youth and the Ministry of Education and other key organisations.
- Capacity building of key national training institutions and the institutionalisation of adolescent-related training programmes within these national organisations.
Linkages with the protection programmes especially in the gathering and disseminating information on key risky behaviour related to HIV/AIDS, drugs and smoking.
Major Activities:
- Building national consensus on the outcomes of programmes for adolescents and indicators to measure impact on their development and participation.
Development and finalization of training manuals and resources on basic life skills and healthy lifestyles.
- Establishment of core training capacities for adolescents in national institutions such as the National Institute for Training (NIT) and the Princess Basma Youth Resource Center (PBYRC).
- Capacity building of adolescents on basic life skills and healthy lifestyles.
- Capacity building of stakeholders working with adolescents on participatory gender-sensitive programming for adolescents.
- Support to exchange visits to successful projects working with adolescents.

Indicators for verification of achievement:
- National strategy for adolescents and youth is endorsed.
- Percentage of staff from the Higher Council for Youth and the Ministry of Education and other ministries who are trained on participatory gender-sensitive programming for adolescents.
- Number of indicators related to adolescents (gender and age dissagregated) that are adopted and regularly gathered by the Jordanian Department of Statistics.
- Number of advocacy sessions related to adolescents that are organised by media, counterparts, and Friends of Jordanian Children.
- Number of legislation related to adolescents that are changed.
