Women and girls in rural areas lag behind their urban counterparts.

To ensure all children benefit from a minimum standard of quality educational services, UNICEF and Ministry of Education will work together to establish a robust and reliable system of educational monitoring, evaluation and planning that assesses educational equity, proposes improvement plans and monitors their progress. Meanwhile the Child Friendly School (CFS) model promoted in many countries by UNICEF will be the culmination of all quality education projects at school level. The interventions range from traditional CFS projects such as teacher development, establishing protective environments in schools, involving communities in school decision-making and management, promoting health and healthy life styles, to utilizing advanced ICT technology to facilitate education. To ensure access to quality education is guaranteed for all children after emergencies, UNICEF and its partners will work together to localize and adopt internationally accepted standards for emergency response in education sector. UNICEF will also collaborate with the Ministry of Education to add disaster risk reduction and environmental adaptation concepts to school programmes.

UNICEF will continue to support the Bureau of Aliens and Foreign Immigrants (BAFIA) of Ministry of Interior to increase access to quality primary education for refugee children. Efforts are also made removing socio-cultural barriers to effective inclusion of refugee/migrant children in schools or other alternative learning or service centres.
