Program Officer (Capacity Development)Duty Station : Delhi 2. Purpose Of The Post Under the guidance of the C4D Specialist, Polio Eradication , the staff member will provide technical oversight and guidance to the training and capacity development requirements of the Social Mobilization Network to promote effective social mobilization and behavior change communication in support of polio eradication. This includes managing, designing and implementing innovative training curricula and materials for use by the Social Mobilization Network, assessing its effectiveness and provide management support to field-based training coordinators. 3. Major Duties And Responsibilities Provide strategic guidance and technical support to capacity development of the Social Mobilzation network in Uttar Pradesh, Bihar and other HR states. This includes conducting a continuous assessment of learning needs and developing appropriate strategies to meet the needs. Work with institutions, universities, and private organizations to design and implement training courses for the SMNet. Identify interactive adult-learning methodology for trainings. Together with partners and state offices, design course content, modules, and monitoring mechanisms. Identify additional methods to build capacity of the SMNet that go beyond training, such as coaching, mentoring, on-the-job training, etc. Develop systems to facilitate improved job satisfaction, performance management, and optimal utilization of the Social Mobilization Network resources. Design and participate in talent review drives to identify high performing SMNet staff. Coordinate staff rotation programme and other issues related to their professional development. Qualifications, Skills And Attributes University degree in fields such as HR management, Adult Education, Organization Development, Business Administration, with specialization in HRD b) Work Experience At least two years’ experience in designing and implementing capacity development strategies, especially related to building interpersonal communication skills, community mobilization and community dialogue. Exposure to training related to field work for polio eradication, and other aspects of public health, is preferred. c) Languages Preferred candidate will have excellent communication skills, and abilities in networking and advocacy, particularly with Government and development partners in Bihar. preferably.
