Senior Programme Assistant - District support

Purpose of the post:
The incumbent will serve as a conduit between the districts where UNICEF has a convergent programme or presence, and the State Office. Collecting and sharing knowledge, highlighting best practices and pro-actively problem-solving. Also providing quality assurance, compliance, logistical and administrative support as required
Major Duties and Responsibilities:-
Data and Information Management
Build a repository of information materials which includes PowerPoint presentations, guidance/ concept notes, reports, photographs and documents, manage the repository.
Maintain a computerized data bank centrally at the State Office with data from the UNICEF supported districts generated through five-day village planning exercises and other sources of data, including relevant government departments of the State, to show progress. Monitor and communicate within UNICEF progress made vis-à-vis envisaged results.
Facilitating Solutions
Keeping in constant contact with the District Facilitators, gain an overview of all the District Support related activities. Constantly analyze the indicators and any other relevant information to benchmark performance. Highlight when levels of achievement are falling. Carry out an in-depth analysis of the likely reasons and pro-actively propose solutions. When the solutions are agreed provide full facilitation for implementation of the resolutions. Assess the results of the corrective action. When applicable, share the results with District Support colleagues, in particular successful interventions and lessons learnt.
Convening
Convene and organize meetings of the District Facilitator and the State Office to take stock, exchange lessons learnt and solve problems. Handle logistics and document proceedings as a Member Secretary of the State Office coordination group.
Quality assurance
Handle all procedural matters such as the preparation for and monitoring of Project Cooperation Agreements, contract raising for UNICEF support to the UNICEF intervention districts who have a District Facilitator.
Compliance
Ensure compliance by the District Facilitator for field trip reports, meeting minutes and other records related to the day to day work, and maintain a database of the information.
Facilitate the performance appraisal process of the District Facilitator on behalf of the Programme Manager/State Representative including documentation of the process etc.
Admin and Logistics support
As required provide administrative and logistical support to the District Facilitator and State Office staff, for all initiatives relating to convergent districts and district presence. Eg Under the guidance of State Representative/Programme Manager follows up with the concerned nodal department/s of the state government on matters pertaining to the district presence work
Qualifications, Experience and competencies required:
• Secondary School certificate, preferably supplemented by a course in any of the social sciences.
• Minimum 7 years of progressively responsible programme and/or administrative experience. Familiarity with standard UNICEF programmes and monitoring financial practices are desirable, as are knowledge of DevInfo, Budget Management tools and contracting procedures.
• Excellent knowledge of written and spoken English is essential. Knowledge of local language of the duty station is an asset.
• Familiarity with village empowerment, district planning and all aspects of UNICEF integrated districts and those that have a District Facilitator presence.
• Analytical skills and good problem solving ability.
