Education Consultant - Jammu & Kashmir

Location: Srinagar/Jammu 

Official Travel: Travel between Delhi and Kashmir and travel within Jammu and Kashmir

Duration: 22 months with one month break after 11 months

Background:

The overall goal of GoI- UNICEF Programme of Cooperation, 2013-2017 is to advance the rights of children, adolescents and women to survival, growth, development, participation and protection by reducing inequities based on caste, ethnicity, gender, poverty, region or religion.

With adequate resources, a policy framework and large-scale national flagship programmes in place in the country, the need is to enhance their effective implementation in a way that ends the inter-generational cycle of deprivation among the poorest and most marginalized.

It is here that UNICEF aims to play a catalytic role in its support to government, by adopting a strong rights-based approach and using a combination of strategies. 

The strategies will be applied across 13 states as per the existing programme as well as in  select programming states where UNICEF does not have ‘presence’- Haryana, Jammu and Kashmir, Karnataka, Kerala, Punjab and the UNDAF states in the north-east, as per government agreement.

In the case of new programming states (Haryana, Jammu and Kashmir, Punjab and states in the Northeast), areas of support will be considered case by case and as per request from the respective state government (p. 14 CPAP).  

During the first programming mission of UNICEF India to Jammu & Kashmir in November 2012, which was undertaken jointly with Save the Children, the State Government requested the technical support of UNICEF-ICO to advance a protective learning environment for children through quality education and child protection.  

The broad principles and areas of support have been agreed upon by the State Government and in particular, the Ministries of Education and Social Welfare in a subsequent mission to the State in June 2013.

Objectives

Develop and establish UNICEF’s programme of technical support to the Government of Jammu and Kashmir to advance a protective learning environment for children through quality education. 

Provide support in the planning, implementation, monitoring, and evaluation of programmes in the area of quality education (through State RTE Act and programs like Teacher Education, SSA and ICDS), aimed at establishing a protective learning environment for children.

Establish UNICEF presence in the state of Jammu and Kashmir and serve as a liaison between the state government/partners and UNICEF with a focus on relationship building with the Ministries of Education and WCD (Women and Child Development).

Coordinate as appropriate the work of technical assistance for the effective delivery of the programme plan and its quality.

Major Tasks

The following major tasks will need to be accomplished:

Program Development (70%):    

Provide technical support to the Government of Jammu and Kashmir, especially the education department and its affiliated programs and institutions (ex: SSA, SIEs) in finalizing, disseminating and implementing the state Right to Education (RTE) Act.

Provide  support to the state  in the technical  areas agreed in the work plan, this includes but is not limited to Development of a Vision Document for School Education,   Capacity Building ,  Teacher Education, Out of School Children, Early Childhood Education and  Creating RTE compliant schools and any other emerging areas of work.

Support mapping and identification of   civil society organizations in the state with whom UNICEF can partner in Education, particularly in creating RTE compliant schools and Protective Learning Environment /Child Friendly Schools. 

Identify other programming opportunities in education the state in line with UNICEF’s priorities.

Liaison and Advocacy (10%): 

On behalf of UNICEF liaison with the state’s education department and its key programs and institutions (like – SSA, SIE, DIETs) in state of Jammu and Kashmir.

Build alliances with social sector departments,  academic institutions, NGOs and community groups, towards the achievement of results

Advocate for policies supportive of children’s rights

Represent UNICEF in meetings with senior government officials as well as multi-lateral, bi-lateral agencies, non-governmental organizations

Coordination and Support (20%): 

Maintain effective working relationship with

o senior government officials as well as multi-lateral, bi-lateral agencies with a focus on those dealing with Education

o Non-governmental organizations especially Save the Children

Maintain close working relationship with the Education Section.

Review/ Evaluate technical, institutional and financial feasibility and constraints of programmes/projects in collaboration with government and other partners. 

Set up and implement an oversight plan to monitor progress on programme implementation

Undertake field visits and surveys to evaluate implementation, identify problems and propose remedial action.

Qualifications & Experience required

Advanced university degree in any of the following fields: Education, Child Rights, Social Sciences or other related field

7 years of professional work experience in social development and child rights

Good understanding of issues in quality education and child protection.  Previous strategic policy and research experience a plus

Current knowledge of development issues, strategies, as well as programming policies and procedures in development cooperation

Knowledge of UNICEF programming policies and procedures an advantage

Demonstrated experience of working with government at state level and an understanding of how government functions at different levels

Good analytical, negotiating, communication and advocacy skills

Good English writing skills, knowledge of Hindi/Urdu and Kashmiri preferable

Harmonious working relationships and ability to manage complex multi-partner work groups

Ability to manage complex multi-partner work groups and maintain harmonious working relationships
