Purpose of the Assignment & Background
Goal: District Profiles for Purulia and Malda for the new country programme period of 2013-17 will be used as an advocacy tool by UNICEF and disseminated within GoWB and amongst partners with the broad goal of facilitating effective planning, implementation and monitoring of national flagship programmes (NFPs) at the district level.
These profiles will present an analysis of the situation of women and children in Purulia and Malda. They will briefly review the barriers and bottlenecks pertaining to the implementation of flagship programmes catering to women and children in these districts and highlight areas requiring priority attention in the next five years. These will also be used as a baseline for reviewing the progress made in the next five years in the priority districts.
Rationale: Based on the UNICEF India’s Country Plan of Action (2013-17) and the mutually agreed modalities of engagement between the Government of West Bengal (GoWB) and UNICEF Office for West Bengal, the districts of Purulia and Malda have been identified as the priority districts for the next five years. Innovative initiatives pertaining to UNICEF’s core programming areas like Nutrition, Reproductive and Child Health, Education, Water, Sanitation & Hygiene, Child Protection, Polio, Emergency will be implemented with concerted focus in these two selected districts. Thus it becomes imperative to develop a common understanding on the present status of women and children in these two districts and make suitable programmatic intervention to improve upon the situation.
District Profile will provide detailed information about the status of women and children in the priority district of West Bengal as per latest available data and is deemed to be a joint publication by the District Administration and UNICEF Office for West Bengal.
Proposed Layout: It is proposed to have 5 sections. Section I will comprise of a foreward and opening note by the District Magistrate & the Chief of UNICEF Office for West Bengal enunciating the need for the District Profile followed by a preface. Section II will give an overview of the district and would comprise of a brief history, administrative setup, topography, flora & fauna, ethnic characteristics, economy and livelihood. Section III will provide details on the situation of women and children in these districts based on latest available data. This will have subsection of Health, Nutrition, Education, Water and Sanitation, Child Protection and other relevant areas of social development. Section IV will focus on identifying the key areas of priority for the Government of West Bengal and UNICEF. And finally Section V will portray the way forward for the next five years. Each of the district profiles would comprise of approx.30 pages.
The basic objective of the assignment is to create District Profiles for UNICEF’s Priority Districts (2013-17) of Purulia & Malda as planning and advocacy tools for use by GoWB, relevant District Administrations, Line Departments and other implementing partners of NFPs at the state and district level. The profiles will be formulated in line with the 4 PCRs outlined in GoI-UNICEF CPAP (2013-17) and according to the priorities outlined under each of these and those finalized at KFO for state & district modalities of engagement.
The following major tasks will need to be accomplished:

District Profiles for Purulia and Malda – all sections and chapters written, edited, finalized with pictures and references – ready to be sent for designing & printing.
Payment will be made on submission of final end product.

(5) Only short-listed candidates will be called for test/interview (if applicable). Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
